Bureau of Security and Investigative Services – Powers to Arrest Course Description

The BSIS Powers to Arrest course is a mandatory training program required by the California Bureau of Security and Investigative Services (BSIS) for all security guards. This course provides students with a foundational understanding of the legal authority, limitations, and responsibilities associated with performing security duties in California.

Throughout the course, students will learn the role of private security personnel, the principles of crime prevention, observation and reporting techniques, the laws governing private person arrests (citizen’s arrests), search and inspection procedures, appropriate use of force, legal liability, and professional ethics. Emphasis is placed on preventing incidents, protecting life and property, exercising sound judgment, and operating within the scope of California law.

Upon successful completion of this course, students will be better prepared to perform their duties safely, professionally, and in compliance with BSIS standards and applicable California laws.
